Expression of Interest to Tender – Service for the kerbside collection of recyclable material in Chester-le-Street District, City of Durham, District of Easington and Sedgefield Borough, all within County Durham.
Invitation to express an interest
The Councils of Chester-le-Street District, City of Durham, District of Easington and Sedgefield Borough (“the Councils”) are, in conjunction, seeking expressions of interest from suitably experienced and qualified service providers wishing to be invited to tender for the above service.
The named Councils are seeking to continue a kerbside collection and recycling service, after the existing common contract expires on 31/3/08. The current contract involves the collection of paper, glass and cans, from the kerbside, once every fortnight, coinciding with the normal weekly residual refuse collection day. The service is available to all households within in these areas. The material is collected from 55 litre boxes and separated into component streams at kerbside. Closed compartment vehicles are used to transfer the materials to any one of 3 Durham County Council bulking facilities and from there the material is transported on for reprocessing. The existing recycling boxes will be available for the contractor to use beyond 31/3/08. The new contract will require this standard of service as a minimum and improvement variations will be considered.
The Contract is due to commence on the 1/4/2008 and will initially be for a two year period. The councils will require the option to unilaterally extend the contract period for up to two years and potentially to permit the other 3 District Authorities within County Durham, jointly or singularly, to take up the service. Each of the councils wish to have separate contracts with the service provider although a common specification and terms and conditions will apply to establish a uniform service.
