Motor salvage operators

A person is required to register with the local authority as a motor salvage operator if they carry on a business which consists:

  1. wholly or partly in the recovery for re-use or sale of salvageable parts from motor vehicles and the subsequent sale or other disposal for scrap of the remainder of the vehicles concerned
  2. wholly or mainly in the purchase of written-off vehicles and their subsequent repair or resale
  3. wholly or mainly in the sale or purchase of motor vehicles which are to be the subject of any of the activities mentioned in paragraphs 1 or 2; or
  4. wholly or mainly in activities falling within paragraphs 2 or 3  

Registration is £70 and valid for three years.

About this service

It is an offence to carry on the business of motor salvage operator unless registered with the local authority.

Persons applying for registration must give their written permission to undergo a police check to ensure they are a fit and proper person to operate such a business. Certain criminal convictions will prevent a person from being registered.

Once registered an operator is required to keep written records in respect of the receipt and disposal of vehicles. The Police have a right of entry without warrant to inspect the premises, vehicles and records for the prevention of vehicle crimes. 

Any changes in operator or business details must be notified to the local authority.

Some frequently asked questions

Is this the same as a scrap metal dealer?

No, this legislation and registration specifically applies to motor salvage operators. It may be that a scrap metal dealer requires both registrations if he deals in both commodities.
