Information for Prospective Tenants

District of Easington introduced the Accredited Private Landlord Scheme (APLS) in 2002 to raise housing standards for tenants while at the same time assisting landlords to manage their properties effectively.

 

How does the scheme work?

Landlords apply to join this voluntary scheme and all rental properties owned by them are registered.  We then inspect these dwellings under the Housing Health and Safety Rating System (HHSRS) Housing Act 2004 part 1.  This is to ensure that the property is free of any potential hazards that could affect the health and safety of any occupants or visitors.  The landlord must also supply us with a current certification for gas safety; proof of electrical safety checks and buildings insurance cover.

Landlords are offered advice and guidance from us to ensure they manage their property in accordance with best practice and current housing legislation.

How do I apply for an APLS property?

You can choose from either or both options (A&B) as explained below:

A) If you wish to be considered for a particular property, which you have seen advertised, you should contact the Landlord directly to discuss further.  If the Landlord then wishes to proceed with your application for the tenancy, you must then complete a Housing Application form.

B) If you wish to have your details placed on the private rented housing register, you should also complete a Housing Application form.  This form will be held for a maximum of six months and if suitable property becomes available we will contact you with details of how you may proceed with your application.

Once you have returned the completed Housing Application form it will be immediately processed in line with standard procedure.   This includes contacting any current/previous housing providers for tenancy references and a police check for any current disclosable criminal convictions under the Rehabilitation of Offenders Act 1974.

 

What if I have Criminal Convictions?

Depending on the outcome of the police checks an informed decision will be made by us as to whether or not we can recommend you for a tenancy.  However this does not mean that you will be automatically rejected from the scheme if you have criminal convictions.

 

Whats happens next?

We will inform the landlord of the outcome of the various checks and if we can recommend you for the tenancy of the property.  The final decision on whether or not to offer you the tenancy of the accommodation will rest with the landlord.

If you are unable to download the application form or print it, please contact the housing renewal team and we will post one out to you.

The housing application form must be completed and returned to the housing renewal team at the address below.
