The Development Control and Regulatory Panel consists of 13 Members. The panel makes decisions on planning applications and licensing matters.

Terms of Reference
The Development Control and Regulatory Panel is authorised to discharge the following functions of the Council:-
1. Planning Applications
1.1 To consider and determine the following planning applications:-
Planning applications which lie outside of the scheme of delegations to Officers.
Planning applications which are significantly contrary to the provisions of an approved or draft development plan.
Planning applications which are contrary to approved Council policies, standards or guidance.
Planning applications which have attracted objections.
Planning applications submitted by or on behalf of the Council which are of a significant nature.
Planning applications which have been referred from any Member of the Council with the prior agreement of the Chair and Vice-Chair of the Panel (within 21 days of publication of details of the application).
Planning applications which have been referred to the Panel at the discretion of the relevant Executive Director for any reason.
1.2 The Panel shall NOT have authority to determine planning applications
which the Executive Member for Environment has asked to be referred to full Council (within 21 days of publication of details of the application)
which the Chair and Vice-Chair of the Panel decide to refer to full Council either before or within one working day of their consideration by the Panel.
2. Other Functions Under Planning Legislation
To consider and determine action to be taken in respect of any other function under Town and Country Planning legislation referred to it by the Executive Director or Head of Planning and Building Control Services or Chair and Vice-Chair of the Development Control and Regulatory Panel.
3. Functions Under Building Regulation Legislation
To consider and determine action to be taken in respect of any function under Building Regulation legislation referred to it by the Executive Director or Head of Planning and Building Control Services or Chair and Vice-Chair of the Development Control and Regulatory Panel.
4. Licences
To consider and determine applications for and renewals, modifications and revocations of licences, permits and registrations which are referred to it by the appropriate Officer.
